analysis: There is no longer a financial incentive to build offshore wind in Denmark
The Danish government's ambitious offshore wind plans are threatened by economic failure due to sharp price hikes and rising financing costs.
A new PwC analysis show material prices, interest rates, and electricity price uncertainty have rendered projects unprofitable.
CapEx has risen 30% in only two years from 2,500 $/kW in 2021 to 3,240 $/kW in 2023.
The calculations shows that a pool of offshore wind projects of 9 GW (equivalent to the upcoming Danish tenders) today has become approx $6.7 billion more expensive than the same amount of offshore wind in 2021, exclusively seen in relation to changes in CapEx.
CEO og Danish trade association for insurance companies and pensions funds (F&P) Kent Damsgaard warns that without major market changes or technological breakthroughs, investors and energy companies will likely abandon Danish projects.
According to the analysis, a single offshore wind farm of 1 GW has become $2 billion more expensive in total costs.
The base case, which is based on the current investment conditions and the latest projections of
the electricity market, shows a negative result with a project value of -$460 million for 1 GW of offshore wind.
Only two years ago these projects where expected to generate a surplus of $1,5 billion.
