According to documents related to the paper, the goal was "influencing the inernational discourse", "IPCC processes and relevant scientific networks" and specifically "countries with strong nuclear expansion plans". /7
Further: As the "international [!] discussion" focuses on GHG-Emissions: "a timely and robust data base on GHG-emissions along the entire nuclear value chain ... to counter the pro-nuclear narrative, which at first glance appears to be slightly captious". /8
