Subject: Renewed call for a radical EU-plan to prevent, stop and relieve refugee catastrophes
Dear Madams, dear Sirs,
With the new Commission, Council and Parliament now ready for action and due to the increasingly inhuman refugee policies from practically all
of the world´s rich countries - not least from the EU Member States - I once again call on you, as leading representatives of the European Union,to show moral leadership and act boldly, while still politically possible, for its high principles of international solidarity, human rights, democracy and sustainable development. Not only within the Union but globally.
I therefore mean that EU, as an offensive alternative to today´s tragic and unacceptable refugee situation, without delay must initiate and gather
broadest possible political and financial support from the international community for a radical plan with the ultimate purpose to achieve a world where nobody needs to flee for any reason - within their own country or abroad. No doubt this can be gradually achieved by stopping or at least relieving ongoing refugee driving conflicts, crises or catastrophes and by preventing the main conditions for new ones from developing. These conditions are mainly war, civil war, systematic government supported oppression, extreme poverty, continúous negative development and to a dramatically fast growing extent the disastrous climate effects and other natural disasters,
With the fulfillment of applicable parts of UN:s Declarations of Human Rights and Sustainable Development Goals along with the EU Charter of
Fundamental Rights as natural basis and overarching goals, the proposed plan should point out the concrete measures, which are necessary
to achieve the very same goals. This means ;
- to prepare and execute sufficient and efficient humanitarian aid intervention already at first signs of serious crises, conflicts and catastrophes;
- to fight unacceptable politics not only by diplomatic means but if necessary also through appropriate sanctions against regime / governments, who directly or indirectly make themselves guilty of aggressive warfare - including cyber war -, systematic oppression or other serious violations of internationally recognised, human and national rights ;
- to fight serious government supported sabotage of fundamental, international agreements on climate and environment through appropriate sanctions or substantial penalty duties ;
- to reduce greenhouse gas emissions at a much faster pace than stipulated in current climate agreements, through ;
- fulfillment of the agreed increase in the transfer of know-how, technology and capital to the climate funds to the poor / developing countries ;
- intensified and extended forestry / biomass production and preservation of the rain forests and other unavoidable natural resources;
- a prompt shift in agriculture from meat production to resource efficient grains and leguminous with a superior gas emission balance ;
- suspension of all subsidies to fossil energy and to the energy-intensive industry soonest possible ;
- buy-outs of cheep emission allowances in order to cancel them ;
- development and implementation of obligatory CCS , CCU and BECCS for large CO2-emitting plants
- optimal use of existing nuclear plants until periodical surpluses of renewable energy can be stored and used for seasonal or weather related deficits ;
- efficient interconnection between national power networks ;
- withdrawal by pension funds from investments in companies and activities with a substantial negative climate related impact
- systematic use of homogeneous and potent bonus / malus incentives for a fundamental change from ;
- plastics and energy intensive steel, aluminium and cement to bio based materials ;
- fossil based to renewable or at least fossil free energy and a much more efficient use of different resources within all sectors ;
- freight transports by traditional trucks to train and electrified roads ;
- passenger transports by car to train, public transports, fossil free, smaller and shared cars, bicycle and walking .
- a stop to questionable climate compensation arrangements by different sectors, risking to undermine the total climate rescue efforts
- to increase the resilience of vulnerable societies and regions by ;
- securing lasting and sufficient access to clean sweet water in dry and semi-dry regions ;
- enabling good education, health care, family planning and legal systems as well as a sustainable rural development
- providing scientifically proven, hardy and productive GMO-grains
- supporting the development of infrastructure and buildings, which are resilient to natural disasters in high risk areas ;
- to contribute in all possible ways to the combating of illegal or unacceptable activities and conditions, primarily in poor and developing
countries, creating negative development, explosive tensions and pressure for large numbers of people to leave their countries - if possible.
This concerns abuse of power, corruption, capital and tax evasion, indefensible military expenses, religious and ethnical discrimination,
unacceptable inequities, misuse of manpower, deadly and mostly drug related organized criminality and not to forget terrorism. Not least
international banks, pensions funds, internet and social media companies and the armament industry must, if necessary by law, be prevented
from engaging with regimes or companies, acting illegally or in systematic violation of UN:s Declarations of Human Rights and Sustainable
Development Goals
- to offer generous trade agreements for regimes in poor or developing countries upholding respect for human rights and climate responsibility ;
- to compensate correctly countries, housing large numbers of refugees decently or preserving rain forests.and other unavoidable natural resources ;
- to prevent inappropriate impact on political decisions, by drawing a clear line between politicians and powerful lobbying organizations ;
- to give everybody who flee, for whatever reason and regardless if it is within the own country or abroad, the status of refugee.
Finally, for the funding of the above mentioned efforts, countries supporting the proposed plan should use significant parts of the resources,
which are generated, made available or saved through ;
- the huge benefits of a world in peace and harmonious balance
- reduced refugee related costs ;
- lower costs / higher revenues with decreasing negative climate and environmental effects - even if probably far-sighted
- increased revenues through a noticeable taxation of greenhouse gas emissions - including aviation and shipping - and of products and activities, which are harmful to health and environment
.
If EU would wholeheartedly meet this call - or similar -, I am convinced that it would mean a much needed injection of optimism and confidence among both the majority of its own citizens and in the rest of the world.
